Thank you for your post.
The task manager shows that the admin console is running. It should be in the system tray, perhaps hidden by the expanding arrow. Could you please check that?
If you see the server icon (a black and yellow monitor + mouse) , single-click on it to bring up the Admin Console window.

OK, got it. I clicked on the systray icon and the UI came up. When I click start->administration it does not come up though. Still seems like a bug... Also, a right click brings up a menu that only had "about" as an option. You should really put the admin UI as on option on that menu. I had been right clicking, but never left clicked on it.
