cannot toggle korean language using alt or left alt or right alt + shift.

Right Alt Key is Only language Toggle Key!
Javascript KeyCode is 229

Sorry, my question was different - did you use the Alt key in other situations, apart from switching the language? Did it work?

Left Alt key in other situations? yes(ex: Left Alt+T)
Right Alt key? no

I have this korean language installed on my computer and also the Korean input system, but there is a toggle option to change from Hangul to English and English to Hangul?

No, unfortunately there is no special key/option to change from Hangul to English or vice versa.
