Monitor Driver and Blanking the Home Screen

I am having an issue where we have installed the Remote Utilities Host on Windows 10 machines with the option to install the Monitor Driver ticked however when we tried to Blank the Host's screen it would not work.
When we checked the Connection properties we see that the Monitor Driver is not installed. After troubleshooting and nothing working, I decided to restart Windows 10 with the Driver Signature Enforcement (DSE) disabled. Then I noticed that with DSE disabled the monitor Driver is now installed in the Connection properties. However, blanking the home screen still does not work.
So basically, when the DSE is enabled, the Display adapter in Device Manager is "PNP-Monitor Lock (Standard)" and the Monitor Driver is not installed. When DSE is disabled, the Display Adapter in Device Manager is "Intel® HD Graphics" and the Monitor Driver is installed. In both cases, blanking the home screen does not work.
I saw another post about "PNP-Monitor Lock (Standard)" where a response said the DigiCert certificates may be outdated and provided a link but there were no instructions on which certificates to download and where and how to update them.
The test machine I am using has Windows 10 Pro v1709 build 16299.309 which I believe is the most up to date.
Can someone please provide assistance on this?

Yes, strange. Moreover, we noticed a similar issue is taking place with a driver of one of our prominent competitors. We are currently investigating the issue to see what might the root cause.
